Barry would absolutely give him the time off, and he's only a consultant for the precinct, so getting the time off itself isn't the problem. It's getting the time off when he's not needed to help with metahuman crises that's the hard part. Taking the time off while Gracie is here is simple because he's still in Central City if they need him in a few minutes' notice. When he goes to visit her, though, the same will not be tre.
